Chester Pride In All We Do

On October 28, 2025, Receiver for the City of Chester Vijay Kapoor filed a Recovery Plan Modification in Commonwealth Court under Act 47 in an effort to preserve the value of the Chester Water Authority (CWA) in light of CWA’s announcement of a 14% rate increase and to address the current unconstitutional composition of CWA’s board.

Meet Receiver Vijay Kapoor

Vijay Kapoor is the State-appointed Receiver for the City of Chester, and he is committed to serving the people of Chester and bringing the City into financial good standing. Receivership is a court-appointed process in which the state appoints a third-party manager to have direct control over finances.

Recovery Plan

The City of Chester has been subject to Commonwealth financial oversight under the Municipalities Financial Recovery Act (Act 47 of 1987) since 1995. While other communities have successfully exited oversight or made progress toward doing so, Chester continues to struggle with multi‐million dollar deficits, past due obligations to its employee pension plans, and very marginal investments in the infrastructure that Chester residents and businesses use every day.


The Municipal Financial Recovery Advisory Committee (MFRAC) meets on the second and fourth Tuesday of every month at 1 p.m. EST.
